Office of Systems Integration Releases Pre-Solicitation RFP for CalHEERS System Development, Maintenance and Operations

On March 29, 2018, California’s Office of Systems Integration (OSI), on behalf of the California Department of Health Care Services (DHCS) and Covered California, released (on Cal eProcure) a Pre-Solicitation Request for Proposal (RFP) #32323 for System Development, Maintenance and Operations (SDMO) services for the California Healthcare Eligibility, Enrollment and Retention System (CalHEERS).

In the near future, the OSI will be releasing a Request for Proposal (RFP) to solicit SDMO services from qualified firms, and in preparation for release of the future RFP solicitation, the State is releasing this Pre-Solicitation RFP. The purpose of this Pre-Solicitation RFP is to engage in a collaborative process by obtaining comments from interested vendors regarding the contents of the Pre-Solicitation RFP #32323. The State will not respond to the vendors directly, but plans to utilize the information gathered from the comments to further develop and refine the future RFP.

In addition to the release of this Pre-Solicitation RFP #32323, the OSI will be holding a Pre-Solicitation Conference for interested vendors on April 18, 2018. Details are included on the Cal eProcure site linked below.

CalHEERS is the automated and consolidated system that supports eligibility, enrollment, and retention for the California Health Benefit Exchange (known in the marketplace as Covered California) and the California Medical Expansion Program (also known as Modified Adjusted Gross Income [MAGI] Medi-Cal). CalHEERS streamlines how Californians can research, compare, check their eligibility for, and purchase health coverage according to Affordable Care Act of 2010 standards.

The project went live on Oct. 1, 2013 after 15 months of work. It interfaces with the Electronic Health Information Transfer under the Statewide Automated Welfare Systems and serves more than 1.7 million Californians enrolled in Covered California.

Updated: OSI Requests Information on Identity and Access Management Solutions

The deadline for responses has been extended to Friday, February 2, 2018.

On behalf of the State of California (State) Health and Human Services Agency (CHHS or Agency), the Office of Systems Integration (OSI) is releasing this Request for Information (RFI) to explore offerings that exist in the current marketplace for an Identity and Access Management (IdAM) solution that is widely used throughout the industry and has proven to be robust and scalable enough for implementation across all State Agency departments and projects.

The RFI responses will also be utilized to assist the State in identifying and understanding potential issues and risks related to IdAM solutions and implementation.
